Both of these controllers are not programmable, they do not have flash or eeprom for the firmware.

You're right that these I/O controllers not contain EEPROM or Flash (my mistake), but another type I/O controllers (Unfortunately, I don't remember now) really contain EEPROM or Flash.

so... my question is: How programmed controllers, which contain some EEPROM or Flash in laptop?

In laptop, I/O Controllers do not require programming, except Renesas H8S.
